To level up your Spec Ops Kits in MW2, you will need to collect Stars during Spec Ops missions while using the Spec Ops Kit you want to level up. Each Tier of a Spec Ops Kit requires a certain number of stars, and the maximum number of stars you can get from a Spec Ops mission is three. You can also earn stars by completing Daily Challenges.

Resistance is the easiest to get a high round on, but doing the Spec ops missions on veteran is even easier, as all but the two training missions give at least 30,000 xp per completion Easiest IMO: Firewall, Fatal Extraction, and Resistance Movement(once you get the enemy spawns down)
Special Ops was a mode that first appeared in the original Modern Warfare 2, though the idea came from the Mile High Club mission in the very first Modern Warfare. Now, Spec Ops is a staple of Infinity Ward’s MW series, and it’s a lot of fun for those times when you just want to go up against waves of AI enemies.
You can unlock the other sets of missions (Bravo/Charlie etc.) by completing other Spec Ops missions. Once you have gotten enough stars, then the next tier is unlocked (Alpha to Bravo and so forth). How far you get in the Single Player campaign is in no way linked to how far you can go in Spec Ops.
